These homes fall under the jurisdiction of the California Department of Housing and Community Development (HCD), the state agency that regulates manufactured housing construction and safety standards. Unlike site-built homes permitted through local building departments, manufactured homes require HCD-specific permits, and the process has its own set of requirements that most installers aren't equipped to handle.
